Las comunidades autónomas y ayuntamientos que quieran pedir ayudas de los fondos mineros para financiar proyectos ya tienen marco regulador para solicitar las subvenciones. El BOE (Boletín Oficial del Estado) recogía ayer las “bases reguladoras de ayudas para el impulso económico de las comarcas mineras del carbón, mediante el desarrollo de infraestructuras y proyectos de zonas degradadas a causa de la actividad minera”.

Estos fondos mineros para la reactivación económica beneficiarán a 22 concejos asturianos (Aller, Bimenes, Cangas del Narcea, Caso, Degaña, Gijón, Ibias, Langreo, Laviana, Lena, Mieres, Morcín, Oviedo, Piloña, Quirós, Ribera de Arriba, Riosa, San Martín del Rey Aurelio, Siero, Sobrescobio, Teverga y Tineo), además de a municipios de Palencia, León, Ciudad Real (solo Puertollano), Zaragoza (Mequinenza) y Teruel. Con carácter secundario también pueden ser beneficiarios municipios de Córdoba, Barcelona, Lérida, La Coruña y Lugo. Las bases reguladoras publicadas ayer evitan establecer unas cantidades anuales para estos fondos mineros, y afirman que los proyectos se financiarán “con cargo a créditos presupuestarios” del Instituto del Carbón “vigentes en cada ejercicio económico, de acuerdo con las disponibilidades presupuestarias”.

Según lo firmado en el Plan del Carbón, en total se otorgarán, para el periodo 2013-2018, 150 millones de euros en ayudas. Estos fondos mineros se destinarán a dos apartados: las infraestructuras y las actuaciones de restauración. Las primeras incluyen “mejoras de polígonos ya existentes, dotación y mejora de líneas de telecomunicación, optimización y diversificación energética en edificaciones públicas y creación y equipamiento de viveros de empresas y centros de desarrollo tecnológico”. En cuanto a las restauraciones, se incluyen la “mejora, recuperación y revalorización de escombreras, zonas degradadas y espacios afectados por las explotaciones mineras de carbón; las recuperaciones forestales y tratamientos silvícolas de zonas degradadas por actividades mineras y las actuaciones relacionadas con el saneamiento atmosférico dirigidas a una mejora de la calidad del aire y mejora de los niveles sonoros, mejora de estaciones de depuración de aguas residuales”. Para determinar los proyectos que se subvencionan, se formará una comisión de cooperación, que se reunirá al menos una vez al año.

El PP de Asturias afirmó ayer que estos fondos” confirman el apoyo del Ministerio de Industria” a las zonas mineras.
